President of RBI Holding took part in the St. Petersburg International Economic Forum

 On June 17-19th our city hosted the International Economic Forum - an event having brought together for 3 days the most prominent Russian and foreign politicians and businessmen. On June,18th  the President of RBI Holding Edward Tiktinskiy took part in one of the Forum discussions, «Doing Business in Russia: red tape relief in construction».

The discussion about the nuances of construction activities regulation and legislation in Russia was led by the Chief Director of the Russian Housing Development Foundation, Alexander Braverman, the President of Tatarstan Republic Rustam Minnihatov and the Head of the Committee for Construction and Land Management of State Duma, Martin Shakkum. The discussion was moderated by Alex Jean de Valuhoff, managing director of Lafarge Cement Russia. The audience of the discussion was introduced by several dozen of Russian construction companies’ representatives, regulators and media.

Petersburg is one of the few Russian cities with a set of rather transparent rules for construction activities. Receiving regulatory approvals in St. Petersburg takes 20 months in average. However, local authorities tend to impose additional requirements in order to provide more security.  In this connection, according to Edward Tiktinskiy, the potential for not increasing and even shortening these terms is in adjusting local rules of law in accordance with the federal ones.

Moreover, the president of RBI Holding made a proposal that would hasten the approval procedures, reducing investors’ and developers’ risks, connected with downtime projects. "A possible solution may be found in comprehensive analysis of composition and timing of all the necessary works on obtaining building permits resulted in design of a single consolidated schedule, - E. Tiktinskiy said . - It is necessary to create a single scheme of going through all the procedures of agreements with the regulatory deadlines. This scheme should be available to all the participants of the process, and each new document should be adjusted with it, for better understanding what impact it will have on these processes.
